Seo tool blocked

we are trying to install this SEO tool in our MS enviorment. There is one user who we have installed the tool locally but it does not appear in the Toolbar. if we install it on admin account it will appear on the toolbar but not on this standard users Toolbar

we have tried both - .msi file and to install add-in locally through the app but both do not appear in the toolbar

I have also extracted the digital certificate and added it manually to my machine and that doesnt work aswell

have you guys any advice of how to allow it or where it could be being blocked.

Have you tried to add it manually via Excel add-ins menu?

I have tried both the 32bit and the 64bit and it still does not appear in the menu.

it doesnt even appear in the add-in table after trying to add it

Have you tried to temporarily turn off your antivirus software? Sometimes Seotools gets falsely flagged.

well it appears on the menu bar under admin profile so AV doesnt have anything to do with it.

I expect that there is something blocking it but as I said i installed the digital certificate aswell locally on the machine but it didnt seem help : (
