Are you working in or connected to an office environment? The issue is probably related to network security which blocks the registration request. If so, try contacting the IT department and ask them to temporarily disable firewall/antivirus etc.
No, I'm working from home. I've tried it on a laptop which connects via WiFi and it registered OK, so I don't know what the problem is with the desktop PC.
